If you're mechanically inclined, you might be able to do the job. If you're new to cars, definitely see a mechanic. I'm pretty sure the engine will have an overhead cam, which will require knowing how to keep the engine in time. If the timing belt/chain isn't installed on the right position compared to the crankshaft; very bad things can happen. If you're not sure at all, it's best to have someone who knows how to do it. I'd put the labor at around 3 hours or so, and the gasket is probably going to be anywhere from $20-$50 depending on what they buy. You're looking somewhere in the range of $400-$500 for most mechanics if it is overhead cam which I believe all of the 2000 range VW Golf engines are.

You will need tools. If you have never done mechanic work I would not start by changing head gaskets.
