How do purchase a vehicle with very poor credit
I have around $700 to spend on a vehicle is that possible?

$700 and bad credit is not going to get you much of a car. Unless you're a mechanic and can make repairs you may want to avoid any car in that price range, unless it comes from a relative trying to help you out. Realistically you want about $2,000 to put down on a car or for a lease. Look into car pooling or public transportation options until you have more money saved before shopping for a car.
