Credit score of 490, can I get financed for a car?

In process of updating credit report. Currently, credit score of 490. Can I get financed for a car? If I see a car online, how do I reach out to its owner?  Thanks.

HI, yes you can. Private message me if you want for more info, but you certainly can get a car. Typically you are looking for BHPH (buy here pay here) from a BHPH dealer. These is a special market and you can find them here on cargurus or google it or autotrader.com has a BHPH section of their website that is dedicated to just exactly this. Good luck!
