Replaced both fuel pumps, coil ,throttle control sensor, air

Passengers side, main plug is located just under the heater box in the engine compartment but the ECM itself in inside the right under the inside heater box, may have a black plastic cover over it. An ECM maybe hard to find, I suggest you get the codes before condemning the ECM. Did you replace the fuel pump relay and the filter when you replace rd the pumps. Fuel pressure is critical on these rigs, have also seen badly restricted exhaust cause an idle but won’t run any faster than that, especially on the 460, I don’t know if that’s what you have but it worth checking out.

Thanks located computer. Bought scanner and throws up code 10. Problem is code numbers start at 11. Still won't crank. Any thought or know what a code 10 represents?

Incomplete system reboot, the engine has to run for it to complete rebooting. You may need to find a shop that has one of the old Ford breakout boxes and have it checked. At least you know the ECM is getting power and has basic settings intact.
