Virginia dealers cheating?

It seems unfair to me that dealers in Virginia can advertise low prices for used
vehicles, yet in the description all have a dealer prep fee as high as $595
(maybe more). Other states don't do this and of course their prices are higher,
which seems to make the dealers in Virginia have a higher portion of good and
great deals.
