Why 2001 Dodge Ram 250 runs <30mph when cold

2001 Dodge Ram 2500 4x4 diesel has intermittent problem. It starts okay,but will only go
o-30 mph. Usually ~15. It doesn't run rough,just no power.
At times it seems okay,the after stopping at signal light,the problem shows up.
Most times it is worse in cold weather.
I've had a computer test run, and they said the motor is fine.

hi check your fan clutch ...if they are bad they will tend to stay on (engaged) when cold robbing the engine of power diesels are worse because the are a low rpm engine ....you will notice that it will not shift out of a lower gear as well due to the low rpm....and as soon as you get to the first red light or about a half mile down the road it comes out of it...this is when the engine gets enough heat into the fan and it disengages....you can hear it on the gas engines a lot easy ..less noise but try to listen for the fan roar...good luck
