Why does the pop-up headlight on my 1989 Mazda MX5 Roadster open and close constantly even after I've switched the engine off?

I were driving home when suddenly without aid the headlights were moving up ad down
by themselves. Even when I pressed the headlight switch, turned the lights on and off
and switched the engine off taking the key out the lights continued to still open and
close.
I removed the fuse for opening and closing the lights and that worked still the problem
never went away, meaning as soon as I put the fuse back as if it were possessed the
lights moved up and down on its own.
Does anybody have an idea why this is?
Before this the lights use to stay up never went down and then one day after pressing
the light switch again they went down. A week or so later my above problem happened.

Try swapping out the relays for your head light motors. Sounds like one is possibly going bad.
