instead of pulling back the washer button, push it forward once to start, twice to do it fast and all the way to spray washer

Looking at a '98 GTI for my fiance, and we find some controls a little baffling. Maybe we can help each other a little. Rear wiper on this (base model) is activated by a button on the end of the stalk which controls the front wipers. Rear spray is activated by a switch in the middle dash, below the radio. This switch is a 3 position, momentary on either up or down. The image on the switch is of a car door, with a key in it. Go figure. I'm half wondering if this was rewired by a previous owner. My bigger question is about the the front wipers. There seems to be only one "on" position, that being an intermittent setting. When the stalk is at center, wipers are off, pushed down is intermittent, pushing up is momentary on. Pulling rearward sprays washer fluid. Can it be this car has no "low" or "high" settings?
