Ford Bantam 2003 Cluster says "Error" and none of the dials work.

Perform a Cluster Self Test : Igntion OFF, Odo Trip buttor IN and Hold it there. Ignition ON and wait till the LCDs in the Cluster display TEST, Scroll through the test by pressing and releasing the Trip Odo button.
Let the engine Idle, and check if there is a hesitation every about seven seconds. This could be a communiction problem between the Computer Box and the Cluster.
The only Gauge that moves is Temp. The rest don't do anything but when I start the car they all "hop". I am getting info from all the respective messages. But after all the tests are done the Odo goes back to Error.
This could be the cluster problem it's self. Check all of the fuses and the main power supply to the Cluster : Please find below links for 2002 Bantam workshop Manuals and Wiring Diagrams. I have checked all that stuff originally and didn't find an issue, I took it to Ford and they said they have never seen it before and wanted to charge me 5k to replace it. Where can I find look at getting anew cluster? I havent been able to find one that is the same as mine.
