No heat

I have 1998 chevy  cavilier and changed the
theromstat and water pump and i still have no heat
the bottom hoses  no water coming out or is it
getting hot

You need to purge the air from the cooling system when refilling with coolant. If already full, run with the radiator cap off so the air can work its way out. When the thermostat opens the coolant level will drop in the radiator, fill when running until all the air is purged out. Have the heater set on hot and once full, put the cap back on when the car is running.

Have you, checked the cooling and heating main sensor you, should have one under the dash and one under the hood

It helps to park the car facing up hill while purging the air from the cooling system.
