new wire harness upgrade to electronic voltage regulator is overcharging all new parts cant figure it out going nuts

Points or electronic distributor? Points distrbutor uses the point type regulator. The electronic distributor uses the solid state regualtor. If converting to electronic distributor on 69 and back cars, Mopar Performance has an electronic regulator (painted blue) that looks like an old points type regulator to be used with the old single field alternator. Did you change the alternator from the old single field to the newer 2 field alternator?
