I have a Toyota Prius hybrid 2008

All my dash lights are out but my blinkers work and
my lights inside the car works. Can that be a fuse ?

Unfortunately it is not a fuse. Most likely it is your combination meter. The good news is that Toyota extanded the warranty on this part, so most likely you can get it repaired for free at your Toyota dealership.
