my car does not pass the yearly emmision safety test due to the engine light does not come out.

Hi eliza, I would take it to your local automotive retail store (AutoZone, Checker Auto, etc). They can read the trouble code from the vehicles computer and at least tell you what the vehicle says is the problem. It could be as simple as replacing the gas cap. Good luck!
