Heat Blower still not working

Blower not working, it is only getting 3-vdc, replaced the Blower resistor twice both new resistors only supply 3-vdc to blower on setting 1 to 4, no voltage at all on high setting 5. I removed the dash to get to blower selector switch and it also is only receiving 3-vdc. any Idea's what to try next??

Motor brushes are probably worn down to the commutator ... get another motor
