Will my bad cluster cause the heat not to work? No fan no noise at all

Note the diagram. I can only help with testing. See the two fuses at top of diagram, check those fuses. Also check voltage at fuses, use a test light. The fuse on the right side of diagram is hot all the time and is for high speed, only. The fuse on the left is for lower speeds and goes hot with key on. At the blower motor, key on, hvac on, purple wire is voltage, black wire is ground, check them both. If good voltage and ground with no blower action, suspect the blower motor. Any hvac trouble codes?
