Check caliper, it might be stuck. If caliper is ok, check master cylinder

Calipers were replaced once already. If not the master cylinder what else could it be?

Forgot to mention the brake hoses, they can internally fracture and not let the pressure bleed off completely after the brakes have been applied.

Mechanic replaced the brake lines, 1 rotor, machined the other. New calipers and pads. Seemed to fix the problem. Now to file a complaint against the dealer that sold it in that condition.
