I need help figuring out what's wrong with my headlights please!

Originally it started off with one headlight that went out and
then the next night when I turned my car on both headlights
were out. My high beams were still working at the time but
my fiance took the fuses out to make sure they were all
okay (and they were) and when he put them back in I had
no highbeams anymore. I literally have no lights in the front
so I haven't been able to drive at night. Also when I leave
my car running and I touch my driver's side door handle it
shocks me.
I really need some help and unfortunately I can't afford to
take it to a shop right now, we literally just bought a house
and I am strapped for cash.
I appreciate any recommendations I can get, thanks!!!

Note the diagram. See 25 amp head lamp fuse, upper left in diagram. Not only check the fuse, use a test light and check voltage on fuse circuit, hot all the time. See hi and lo beam relays, unplug relay, terminal 30 hot all the time, use proper jumper wire between terminal 30 and 87, I believe, switch side of relay, left side in diagram, if the headlamp works, the problem should be on control side of relay. The control side needs voltage and ground. I can only help with testing.

I had the same problem w/my Chev. Aveo 2010, one headlight would burn out, then later the other headlight would burn out. Advised to replace BOTH AT SAME TIME, b/c the older headlight would draw energy from the new headlight. After replacing 3 lites, i looked deeper into the problem. Suggested to replace ALL WIRING ON THE HEADLAMP ASSEMBLY very costly....instead I STARTED CHEAP...saw on Youtube to REPLACE THE FUSE FOR $12 UNDER THE HOOD in the fuse box by the engine. Went to Chev. dealer bought the little EASY PLUG IN FUSE for $12 installed it myself in one second. Wrote date on top in black ink. My headlights have never burned out now for over 2 years. JUST REPLACE THE OLD FUSE UNDER THE HOOD 1ST. See if that helps.

REPLACE THE $12 FUSE UNDER THE HOOD, INSIDE THE FUSE BOX. IT UNPLUGS & PLUGS IN VERY EASY. Use your manual to find out which one is the HEADLIGHT FUSE. Go to local GM dealer ask for that part no. purchase and WALK OUT. It is easy to unplug and plug in new one. NO PROBLEM NOW FOR OVER 2 YEARS. No more burnt out headlights. I also went back to the original lights that came with the model, not the upgrade.

Go to Advance Auto Parts to check those fuses under the steering wheel inside the car itself and get the right one back in for your lights. Then go to GM dealer and get that FUSE for UNDER THE HOOD, BY THE ENGINE....in a big fuse box. Replace that one too. $12.. Check your manual for the correct FUSE GM PART NO. they are labeled in the fuse box. The GM parts manager was clueless. I had to google to find the part for him while waiting at the counter.
