Sounds like low battery voltage. I know you had it tested. If the battery is 4 Years old or older it’s time for a replacement.

I can only help with testing. You have to do the testing. Are the battery connections all good? Use a test light, check voltage at fuses in fuse box, some go hot withe key on, some are hot all the time. At the starter motor, two voltage circuits. One comes from the battery hot all the time. The other circuit goes hot with key in the crank position and starter relay is energized. Any testing at starter motor, make sure tranny is in park or neutral and the parking brake is set. I noticed in the diagram, the starter relay has no terminal numbers, sometimes that means the starter relay is soldered into the fuse box and you can't remove it? As far as the clicking noise, if you think it is coming from the fuse box, either interior or under the hood, relay. Put your hand on it, fell the vibration, if relay is clicking. Your owners manual should tell you which relay is which, then go from there. Of course, it may not be a relay that is clicking, just a thought? Sometimes, if I suspect a starter motor issue, I take the starter off, lay it on the ground, hook up jumper cables properly from charged battery to starter motor, at the least, it should kick out the drive gear and spin. The diagram is part of your starter circuit.
