Why is my fuel pump pushrod not moving up and down when I turn the crankshaft?

I was changing my fuel pump and the pushrod doesnt move up and down.

Make sure when you install it that the actuating lever is resting on top of the cam lobe and not below it...you should feel some resistance when installing properly.
