2000 Vanden Plas won't Start.

I have a 2000 XJ8 Vanden Plas.  I just replaced the valve cover gaskets,
spark plugs, fuel injectors, spark igniters and put in a new battery.  However,
when I turn the key I can hear the fuel pump, but nothing else.  In the display
it says " Restricted Performance"  I connected everything back up, but don't
understand why the starter won't engage.

Your computer has you locked down in safe state. I am afraid you will need to find a shop or dealer that has the equipment to check this out.
