98 buick lesabre wont start

my lights and radio comes on but i hear no clicks or anything when i turn the
key. Is that the starter?

A clicking noise when trying to start an engine can be two things. 1. Repetitive clicking is indicative of a battery with a low charge or something in that system that's resisting the flow of electricity; like loose/corroded battery cable connections or defective cables. 2. A single click points to a defective starter/solenoid. Have the starting system checked, and include the alternator in the test.
