Have the system pressure tested, it coukd be a bad radiator cap on or the fans are not coming on at temp....possible clogged radiator
Then again you have a Subaru so the head gaskets are suspect.

HGs are not a weak point on this old 2.2i motor, but it IS a quarter century old!
