2004 Subaru outback with a 2.0 engine swap

So I purchased a 2004 outback that has 209000 miles on
the body and supposedly 30000 on the new used 2.0
engine that the seller put in and I have fuel economy issues
as well as hardly any power upon acceleration any ideas
could it be a fuel line issue or a timing issue?

A 2.0 has little power at its best. What is the fuel economy?

At it's best so far I can get 305 miles on a full tank

So that is 20 mpg roughly? Not bad if that is city driving. Under powered cars don't do well in fuel economy if the engine has to work too hard.

Install a correct 2.5 engine. The guy that installed an Impreza motor did not do you any favors.

It is an ej20. I was told that this was a better choice because this motor has double steel heads?
