'Check Engine' light won't come on when engine started

My car failed our local emissions test (to renew car tag) becuse the 'check engine' light doesn't come on when the ignition is turned on. (all panel lights are supposed to light up for a few seconds when starting the car). i'm on a very limited income/budget and hoping it's something as simple as a light bulb?

It is probably just a bulb, but it will probably take a lot of labor to get to that bulb.
