No Power steering, after parts repalced

Question type: Maintenance & Repair

The power steering pump has been replaced twice, the rack and pinion
replaced once, fluid added and lines bled (quite a bit). There is still no power
steering. What could I have over looked, or what else could be causing the
power steering to not work.

Out of curiosity where is the rpm sits at ....if u give the car some gas does the power comes back ?
