2003 Pontiac Grand Am Starting Problem

I recently purchased a Grand Am that has trouble
starting sometimes. It will not start if the check
engine light is off. I have to open the fuse box on
the side of the dash, and mess around with the
driver side door lock fuse and once I see the light
come on the car will start. What could the issue be?

There was corrosion on the wires in the fuse box. It's been cleaned off and if it continues I will have to buy a new fuse box.
