Why will my car turn over but not start?

My 1983 Oldsmobile Hurst Olds (15th anniversary
edition) turns over but will not start. I did notice that
the sparkplugs have quit Abit of rust around them. I
did just replace the alternator. I was having trouble
with the battery being dead. Now since I charged the
battery completely it seems fine. Now I am having the
issue of it turning over but won't start

Check for spark at the plugs and for fuel at the engine. I take it this car has been sitting for a long time?

did you drain the fuel out of the tank and added new before you started it? Very important if it sat for over a year. Maybe the carb needs a rebuild?
