Car won't crank, fuel pump not cutting on.

Just purchased 2003 Mazda Tribute. Car will not start.
Will not crank and the fuel pump will not cut on. The car
will cut on, but no movement past that. The previous
owner suggested an anti theft system issue but the
theft indicator light is not lit on the dash panel.
