Box falling off a 2005 Kia Spectra

My brother in law owns a 2005 Kia Spectra which he hasn't been driving for
a while because he's "dragging something".  Since he is disabled, he
couldn't look under the car, so I finally did and took a few pictures for him.  
It's a box that is in front of the driver's side wheel.  (See attached photos.)
Anyone knows what this is and if we can secure it enough to drive it the 1/2
mile to the mechanics?  Or should we have it towed?
