There is a wiring problem with the steering column or check the wiring in the vehicle that plugs into the steering column to make sure there is no damage done to it.
Agree it's a wiring problem (possibly missing a ground) or something is wrong with the clock spring in the replacement steering wheel. You have to watch for model year changes in harness connectors too.
Was replaced with used column
