94 honda accord

My 94 honda accord has 12 volts to the starter but
refuses to turn over is that a bad starter that is my
best guess but wanted to know if there is another
possibility. Also car has no power after I turn the
key to crank then I have to go jiggle the battery
connectors for power to come back if that helps

Brand new starter cable and battery terminals so that can't be it. Also because I am getting 12 at the starter
