How to keep things in cargo area secure?

I have a 95 Honda passport suv and  my boyfriend
carries a lot of tools in my cargo area. I ALSO have
a 1 year old that would get very hurt or killed in the
event of a bad crash if the tools went flying around
and hit her.. what would you guys suggest I do to
keep anything bad from happening? My boyfriend
refuses to take them out.
