1974 carb on a super beetle

I  I'm getting fuel from where the fuel line connects to the throttle body there is
a plunger type cylinder relay with 12 volts connection what is this part called
and where can I purchase a new one I believe this part regulates how much fuel
is sprayed into the carburetor this is a fuel injected vehicle

I believe you are referring to the idle air bypass cut off valve. It keeps the engine from running on after being shut off. It is available from CIP1 and most other VW mail order houses. http://www2.cip1.com/ProductDetails.asp? ProductCode=VWC%2D056%2D129%2D412
