I can't open the hood on my 1991 suburban from the outside side broke in side hood release

First make sure the latch itself is not just jammed. push down in the center front edge of hood where latch would be, gentle pound your fist on a soft cloth firmly around the perimeter of hood to ensure its not frozen or stuck. Try having someone else pull the release handle while you pull up on the edge of hood above headlights just be careful not to bend or damage the paint. If the pull handle itself is broken, look under dashboard and you should be able to see the cable itself leading from the handle. Try to remove the handle from the dashboard. You should be able to unhook the cable from the pull handle with some pliers and then pull the cable end with the pliers or some vice grip pliers. if the cable is broken somewhere it will require a lot more work. If the cable is broken, you might have to go under the front of car and unbolt the latch itself if you can access it from under the car.
