Replaced Starter & Alternator 2000 Dodge Grand Caravan

I replaced my starter and alternator on my 2000 Dodge Grand Caravan but it still won't start... my battery is good because I had it checked, it doesn't try to turn over, it makes a slowish roaring noise as if it's not getting enough power... what could it be? ANY suggestions would be greatly appreciated!

bad ground cable to engine. check cable end , corrosion of wires inside end .body to engine cable
