passenger side tail light

since they had to manual unlock steering wheel on the inside console, they
passenger side tail light doesn't work nor the dash board lights.  Have replaced
fuses but soon as you put car in gear it blows

Who ever did the work should fix it , how exactly did they " manual unlock steering wheel " ? ?
