left rear tire locked up

the left rear tire drags if im in drive but rolls in reverse, i already cut the
parkbrake to that side still does it

Need to pull the wheel and drum and inspect the brakes. Something is causing the brakes to be applied. May be a leak (brake fluid or gear oil on the shoes) or maybe the adjuster is extended/rusted.
