Question type: Maintenance & Repair

I am re wiring my 1980 cj7 and the fuse box is connected to the battery but
no circuit has power running through it even if i crank on it. Which is weird
considering that for power to be sent through the circuits the key just has to
be in the on position. I am a diesel mechanic but I do not mess with electrical
usually unless I have to. My best guess is either the jeep has to be running
for power to be sent through fuse box or the fuse box needs to be grounded.
Any ideas ladies and gentleman?

I am not an automotive electrician but I suspect the fuse box has several busses. One constant hot, one switched for accessories and one switched on only when the engine is on.
