My 2001 chrysler 300m  keeps running hot. I have
a new radiator my heater wont work now but its
running fine. No water coming from the tail pipe. I
dont know how to find out what the problem is

First try to purge air out of the system. Try Youtube for how to videos. Make sure the cooling fans are working.
