I have lost all power to windows, door locks, and parking break release. I am
only seeing 8 volts on fuses

If the battery is good and terminals clean, I think that there is a loss of electric power (electrical draw) in the system. Maybe there is a short in a sensor or in one of the many wires. You will need a multi meter to check these components or you will have to take the car to repair shop. Maybe a CarGuru with experience on this problem answers your post with advise.
