How do I test the fuel filter?

I have been trying to get my 300 inline 6 cylinder up
and running. I noticed today that fuel is bubbling
out of the fuel filter. Do I just replace it or do I
troubleshoot the carburetor?

Fuel filters are cheap, if it is leaking, replace it.
