You could swap in a fuel injected 5.0 with work. You can't make an old truck into an econobox!
The 360 was a great engine, but it sucked gas like it was going out of style. Not much you can do but make sure the tires are properly inflated, make sure the engine is in good tune and drive with a light foot.

You could swap in an overdrive transmission but you already have a high final drive ratio.
