Low injector voltage

I swapped a 280zx l28e into my Datsun
720. And have it hooked up about 95%
correct I believe. My injectors have the
power but it's too low for them to pulse
correctly. What would cause this voltage
or ohms drop. Seems to be a common
problem really wish someone was a pro
on these.

I tried chasing it and we got injector pulse lights to check and the voltage is staying around 2.5 needs to be around 3.5. I'm going to trace the hot wire
